Can a vet stop a atiel's wing feathers from growing?

No, this is not just because I don't want to trim my bird's wings! My female atiel is constantly breaking blood feathers on her wings, no matter what we do (due to night frights, cage cleaning, etc--anything that makes her flap her wings in her "amazon/african grey" sized cage). My vet has re-trimmed her wings (so that the primary feathers are shorter than the secondary so the secondary protect the "stumps"). She has inspected the follicles and all look OK. She has pulled the blood feathers that were existing. Nothing has helped for more than a week or two until she starts growing new feathers. I was just wondering if anyone had heard of some way of stopping feather growth or had any advice? Grrr!
