How can the companies on commercials lower your debt? where does the $$ come from?

commercials advertise how they can "cut debt in half" or pay some for you, but wheres the cash coming from to pay for it? does it come from responsible taxpayers pockets? or is there forgiveness and credit companies just let it go?
