Which one video camera or just a camera?

My birthday is coming up. I kinda wanted to get into photography or filming. there are some handheld HD camcorder that are really good and are under $390, or should i get a camera and just take pictures? The camera costs a lot for the SLR lense. and if I buy one with the lense it will cost more. which should I get?
